Investigators probing a Russian plane crash that killed 31 people have ruled out engine failure as a possible cause.

The Interstate Aviation Committee said both engines of the ATR-72 turboprop were working up until the moment when it slammed into a snowy field minutes after taking off from the Siberian city of Tyumen with 43 people aboard. Twelve survivors remain in serious condition.

The committee said Tuesday the plane banked 35 degrees to the right and then 50 degrees to the left before coming down.

Officials said the French-Italian-made aircraft hadn't been properly de-iced before takeoff, but stopped short of saying that caused Monday's crash.

Russia has seen a string of deadly crashes in recent years, which have been blamed on lax government controls and widespread neglect of safety.
